Regardless of a school's size or whether its setting is rural, urban, or suburban, the establishment of a student council organization can serve as a unique and valuable learning laboratory for civic education. Student council teaches students many intangible life skills and allows students to take on different roles and learn when to step back, delegate, negotiate, and compromise. Through a collaborative effort of administrators, faculty members, and student leaders, student council organizations allow students to experience being responsible citizens within a school setting and address concrete issues that challenge their schools. North Penn High School in Lansdale, Pennsylvania, is a model of four convergent aspects of students council activities--working within an organizational structure, communicating ideas and concerns, influencing school decisions, and providing services to the school and community--that allow students to experience citizen education. This article describes North Penn's school governance structure, which involves a large number of students and includes a house, a senate, and an interclub council. Twelve students are selected to be coordinators and act as liaisons with the school board, among other duties. A monthly common homeroom meeting allows all students to participate in civic practice.
