Progress Implementing the Texas Foundation High School Program

The purpose of this study was to understand how high schools in Texas were implementing the new graduation requirements that were enacted under House Bill 5 during the 2013 Texas Legislature. The study included interviews and survey data collected from 50 randomly selected public high schools in Texas during the 2018-19 school year. The study team conducted interviews with 50 principals and 50 lead counselors, and administered a survey to 5,633 students in Grade 12. Results from the interviews highlight consequences of the new graduation requirements for high school staffing, communication with students and families, partnerships with local industry, and students' college and career readiness and outcomes. The survey results explored seniors' reactions to the new graduation requirements, including their intent to continue their education after highs school. Findings from the site visits have several implications for the Texas Education Agency to consider as they support school systems in improving outcomes for all public school students.
