Promotion from Eighth to Ninth Grade without Meeting Minimum Requirements: The Effects on Student Success

Georgia law mandates that students who fail the state Criterion-Referenced Competency Tests (CRCT) twice in grades three, five, and eight be retained, unless a committee is convened including a subject-area teacher, an administrator, and the student's parent or guardian. If the committee unanimously decides the student may be successful in the following grade, then the student may be placed in the following grade. The purpose of this study was to gauge the chance of success students who were placed into ninth grade have in high school after failing the eighth grade CRCT in Math or Reading. Using simple regression studies, students' CRCT scores were used to establish a relationship between CRCT scores and student scores on the Georgia Math and English End of Course Tests, Math and English Graduation Tests, Math and English course grades, student graduation with their cohort, and relationship with socioeconomic status and gender. The regression analyses, on the whole, failed to account for the variance in scores and grades, but the raw data collected indicates lack of success for students who are administratively placed.
