This description of the plan of civic education in the Indianapolis elementary schools has been prepared because of a growing, general interest in the subject, and because of the numerous inquiries as to existing methods of organized elementary civic training. The Indianapolis teachers and school authorities would be the last to claim that they have spoken the final word on the subject. Indeed, one of the characteristics of the Indianapolis course of study is its constant readjustment to immediate needs in light of current experience. Even as this is being written, the course of study in arithmetic is being revised, largely from the point of view of its civic relations. The civic aspect of education permeates the entire work of the elementary schools in this city, and it is believed that a description of how one community handles the problem may prove suggestive to others. Community civics was first introduced in the elementary schools of Indianapolis in the second half of the eighth grade. With the success of this experiment assured, attention was turned to the practicability of extending systematic civic training into the lower grades. The result is a course of study in which the civic aspects of the child's education are emphasized throughout the elementary schools, from the first grade through the eighth.
