The Elementary Principal as an Instructional Leader: A Conceptual Blueprint for Districts and School Leaders

The aim of this qualitative study was to examine the strategies employed by districts and school leaders in recruiting, developing, and supporting instructional leaders to enhance student achievement across schools. By conducting research and interviewing experts, this study aspires to serve as a conceptual blueprint that districts and leaders can adopt to embed more instructional leaders within their schools. The research drew upon an analysis of the latest literature on the subject, coupled with structured interviews involving five recruitment and development experts. The constant comparative method was employed to discern themes and perspectives in response to each of the four questions posed to the experts. Four crucial findings emerged from the data analysis. First, the study underscored the necessity for all educational systems to establish a well-defined leadership pipeline for the recruitment of instructional leaders. Second, there was a recognition of the need for both new and experienced principals to receive ongoing support and development. Third, the study identified best practices implemented by current principals. Lastly, various recommendations for ensuring sustainability in the implementation of the recruit and retainment of instructional leadership were highlighted. The recommendations derived from this study can be applied as a conceptual blueprint for creating a system that consistently recruits, develops, and supports instructional leaders at school sites. Furthermore, the recommendations extend to defining the roles that leaders at the site, district, and state levels should play in implementing effective strategies for recruiting, developing, and supporting instructional leaders.
