It is not a simple matter to attempt to summarize the achievements or point out the apparent tendencies in an educational program providing for 21,000,000 children, engaging the services of 600,000 teachers, and involving an annual expenditure, with public secondary education, of more than $2,000,000. Neither is it a simple matter to present a picture of the status of an elementary educational system the individual units of which vary in size and consequent administrative and instructional problems from the 1-room school in a sparsely populated city section with six or eight hundred pupils enrolled. Still a third complicating factor is that of the elementary school's rapidity of change--in type of organization, in type of curriculum, in variety of educational provisions, in instructional type. There are, however, certain evident factors of progress which deserve special comment. These factors are described in this bulletin. Other indications of progress or change, such as in growth, in enrollment, development of supervisory systems, organization of nursery schools, provision of instructional materials, and others will be noted in this bulletin. Contents include: (1) What is Elementary School?; (2) The Cost; (3) Progress of Pupils; (4) Supervision of Instruction; and (5) Research and Investigation in Elementary Education. (Contains 14 tables and 68 footnotes.) [Best copy available has been provided.]
