Chicago Workforce Development Programs: System Map and Inventory

Within the City of Chicago, a wide variety of public and private programs are geared towards preparing adults and youth for the workforce. This report of workforce development programs provides an overview of federal, state, and city workforce development programs within the City of Chicago through a detailed inventory table of the programs (Appendix B) and program administration map of the workforce development system (Appendix C). Together, the map and table show which government agencies administer the programs, the types of services and the populations who are eligible to receive services, and the policies and funding for the programs. This report describes, in general, the major federal policies supporting workforce development programs; the federal, state, and local administration of workforce development programs; the workforce development services provided; the populations of service recipients targeted by the programs; and the service provider agencies or organizations. In 2005 and in 2007, The Chicago Jobs Council (CJC) conducted an inventory of the publicly funded workforce development programs within the State of Illinois and the City of Chicago. CJC also produced a descriptive map of federal and state workforce development programs and corresponding tables of federal, state, and city programs. The workforce development system map and accompanying program inventory are an updated and adapted version of the CJC maps and tables. Appendices include: (1) List of Acronyms; (2) Chicago Workforce Program Inventory; and (3) Chicago Workforce Development System Map. (Contains 1 footnote.)
