Parent and Family Engagement under Title I, Part A of the Elementary and Secondary Education Act of 1965, as Amended by the Every Student Succeeds Act. Non-Regulatory Guidance

Under section 1001 of the Elementary and Secondary Education Act of 1965, as amended by the Every Student Succeeds Act (ESEA), the purpose of the Title I, Part A program (Title I, Part A) is to provide all children significant opportunity to receive a fair, equitable, and high-quality education as well as to close educational achievement gaps. The Title I, Part A parent and family engagement requirements in ESEA section 1116 support this critical purpose. The purpose of this guidance is to assist State educational agencies (SEAs), local educational agencies (LEAs), and schools in administering the parent and family engagement provisions of Title I, Part A of the ESEA. The report is divided into five major sections: (1) deals with general issues related to parent and family engagement; (2) addresses the parent and family engagement responsibilities of SEAs; (3) describes responsibilities of LEAs; (4) describes the responsibilities of schools; and (5) describes the responsibilities of LEAs and schools to build parents' capacity for becoming involved in improving their child's academic achievement. Included in the appendices are key Title I, Part A parental notice requirements, a sample template that might be used for the development of a district-wide parent and family engagement policy, and a sample template for a school-parent compact. This version of the guidance consists of technical updates to the Department's guidance entitled "Parental Involvement: Title I, Part A," originally issued on April 23, 2004, to address changes that the Every Student Succeeds Act made to the ESEA's Title I, Part A parent and family engagement requirements. This version of the guidance supersedes that version.
