The major driving forces of change in undergraduate student financing during the 1990s were tuition increases and the broader availability of federal student loans. This report uses data from four National Postsecondary Student Aid Studies (NPSAS) to look at changes in financial aid to students in four types of institutions: public 2-year; public 4-year; private not-for-profit 4-year; and private for-profit less-than-4-year. The study focuses on full-time, full-year undergraduates in the 50 states, District of Columbia, and Puerto Rico and includes information on grants, loans, and work-study aid. The report also discusses the 1992 Reauthorization of the Higher Education Act (HEA-92) and its effects on how federal financial aid was distributed over time.
