Characteristics of Open Education: Toward an Operational Definition.

This report describes the concept of open education, analyzes the content of the literature, and describes the development and final revision of a list of the characteristics of open education. The first half of the report describes the selection of literature to be examined for insight into open education, presents a framework in which to analyze its components, defines the dimensions of open education which compose the framework, and applies it through a content analysis to the literature. The second half of the report presents a discussion of the content analysis, the reactions of selected open education experts to the 106 statements describing open education which were derived from the content analysis, the revision of the list of statements based on the results of this survey, and four instruments based on the revised list of statements about open education.
