Has Adequacy Been Achieved? A Study of Finances and Costs a Decade after Court-Ordered Reform

This article discusses the methods and results of a study designed to determine the cost of education under the curriculum frameworks and state laws in a northeastern state after major education reform and a judicial decision finding the system inadequate and unconstitutional. The study is designed to determine the funding levels necessary for different school districts in the state to meet standards, laws, and objectives that define an adequate education, using professional judgment and evidence-based methods. The state curriculum frameworks and the scholarly literature were reviewed throughout the study, and 11 focus groups were held across the state. In total, 112 state educators, citizens, and others were invited to contribute to the information contained in this article. Information gathered from professional judgment panels was cross-referenced to the national research literature to provide multiple inputs into study findings. This article discusses the background and method used in this research and then presents findings. (Contains 4 tables and 44 footnotes.)
