An Assessment of Labor Force Projections through 2018: Will Workers Have the Education Needed for the Available Jobs?
Neumark, David; Johnson, Hans; Li, Qian; Schiff, Eric
AARP
The impending retirement of the baby boom cohort could pose dramatic challenges for the U.S. labor force for at least two reasons. First, the boomers--adults born between 1946 and 1964--are large in number. Second, boomers are relatively well educated. In this report we develop and analyze occupational and labor force projections to the year 2018, with a particular focus on the educational requirements of jobs, the educational attainment levels of workers, and the potential for imbalances to emerge between workforce needs and supplies. These projections are fairly short term because the analysis in this report is based, in part, on Bureau of Labor Statistics (BLS) occupational projections that extend only through 2018. Our focus is on broad levels of educational attainment, rather than specific types of degrees or areas of study. Appended are: (1) Adjustment for multiple jobholding; (2) Additional detail on BLS skill requirements; (3) Non-educational training requirements; (4) Education projections; and (5) Synthetic cohort approach to predict acquisition of skills by middle-aged workers. (Contains 19 tables, 17 figures and 56 footnotes.) [This report prepared for the AARP Foundation by The Public Policy Institute of California.]
