Research to Impact: Federal Actions to Prevent & End Youth Homelessness. Recommendations Based on Research and a National Convening of Experts and Stakeholders

Youth homelessness in the United States is a serious challenge. Recent national research by Chapin Hall at the University of Chicago found concerning rates of homelessness among adolescents and young adults ages 13-25. An estimated one in 30 adolescents (ages 13-17) and nearly one in 10 young adults (ages 18-25) experienced some form of homelessness during a 12-month period (Morton et al., 2017; Morton, Dworsky & Samuels, 2018). This policy paper offers an evidence-informed roadmap to help guide the work of the federal government, in partnership with other stakeholders, to prevent and end youth homelessness. It as an opportunity to strengthen and refine interagency and Congressional efforts to successfully address this complex challenge. This paper represents the culmination of significant research, policy analysis, and discussion about the challenge of youth homelessness. It presents a set of recommendations for federal action, rooted in findings from Chapin Hall's Voices of Youth Count (VoYC), that emerge from those collective efforts. These recommendations result from ample discussion prior to, during, and after a convening of stakeholders and experts. A range of federal and national partners and youth with lived experience of homelessness informed the recommendations presented in this policy paper.
