Issues Confronting Community Colleges: Report on a Delphi Project. Report 88-5.

In 1988, the Chancellor's Office of the California Community Colleges (CCC) employed the Delphi Technique to gather opinions from individuals throughout the CCC system about the major issues confronting community colleges and about possible solutions to these issues. Undertaken to assist the Board of Governors in preparing its 1988-89 Basic Agenda, the survey solicited responses from Chancellor's Office staff, members of the Board of Governors, district and college chief executive officers and chief instruction officers, academic senate presidents, and statewide participants in two public forums held on the Basic Agenda. The Delphi project was conducted in two rounds in which individuals ranked statements about issues for their accuracy and relevance, and statements about solutions for their practicality and consequences. The statements focused on educational excellence, student access and success, human resources, finance, and system development. In round one, respondents were also asked to comment and suggest additional issues and solution. In round two, respondents were provided with information on the groups' rankings from round one and were asked to comment if their rankings differed. Of 408 individuals surveyed in round one, 163 (40%) responded. In round two, a total of 135 (31%) responded to a slightly larger mailing. There was substantial agreement among all groups surveyed on the need to address the issues of inadequate funding, obsolete facilities and equipment, replacement of retiring faculty, and the future enrollment of more students who will desire occupational retraining and ESL and who will be single parents. Appendixes provide a detail of responses to the Delphi questionnaires and sample questionnaires for both rounds of the process. (JMC)
