At a time when many manpower programs have been charged with gimmickry and refunded without adequate assessment of impact and techniques, this volume attempts to develop a broad base of factual and analytical knowledge by which some judgement can be made of the gaps in manpower programs and policies as well as needed inputs. Part 1 traces development of manpower programs aimed at improving the employability of those labor force participants who are relatively disadvantaged in the competitive labor market. Parts 2 through 8 review the seven major programs funded by the Federal government. A final section focuses on administrative problems of the $2 billion Federally-funded manpower package and provides a prescription for functional restructuring of manpower programs discussed in the volume.
