Federal Support for Education. Fiscal Years 1980 to 1994.

This report attempts to provide a comprehensive picture of total Federal financial support for education since fiscal year 1980. To give as complete a picture as possible, support from agencies other than the Department of Education has been included. To the extent possible, outlays (rather than amounts committed) are used, with the exception of funds for academic research at institutions of higher education. Federal education funding is divided into on-budget support, off-budget support, and non-Federal funds generated by Federal programs. Current and constant dollar comparisons are also used. Federal support for education, excluding estimated Federal tax expenditures, was an estimated $87.6 billion in fiscal year (FY) 1994, an increase of $24.8 billion (39%) since FY 1990. After adjustment for inflation, Federal support increased 22% between FY 1990 and FY 1994. Over 59% of this support, excluding estimated federal tax expenditures, went to educational institutions, and another 17% went to student support. The remainder went to lending agencies, libraries, museums, and Federal institutions. Schools and colleges derive about 11% of their revenues from the Federal government. Nine tables and three figures illustrate the discussion. Six appendixes give detailed tables of estimated support categories. Appendices provide six more tables of data. (SLD)
