The report is designed to provide the reader with a basic understanding of the processes and procedures used to develop catalogs of performance objectives, criterion-referenced measures, and performance guides for learners in vocational-technical education. It reports on the efforts of the Vocational-Technical Education Consortium of States (V-TECS) in promoting the research, development, and implementation of performance-based instruction in vocational-technical education programs. The main body of the report presents information on the organizational structure of V-TECS, its methods and procedures, and the status of catalog development and other projects. A series of appendixes provides more detailed information about the Vocational-Technical Education Consortium of States: bylaws, an activity model and master sequence chart, listing of board of directors, staff resumes, listing of technical coordinators, and an analysis of job titles by project (March 1975).
