Teacher Recruitment: Staffing Classrooms with Quality Teachers.

This strategy brief identifies current strategies developed by states to recruit and hire quality teachers. It describes innovative efforts to attract students and mid-career professionals to the teaching profession, as well as incentives to lure well-qualified and experienced teachers to hard-to-staff schools and subject areas where teachers are in short supply. The brief discusses complex factors that both challenge and support the recruitment and retention of the teaching workforce, including growing student enrollments, an aging teaching population, poor working conditions, a mismatch in the supply and demand of quality teachers, and local school districts being pressured to hire minimally qualified teachers. The brief offers several suggestions for strengthening the recruitment of high quality teachers, including: collecting and analyzing teacher supply and demand data; increasing teacher salaries; strengthening early outreach; supporting effective alternative certification programs; integrating recruitment initiatives into comprehensive strategies to better address teacher quality; streamlining the hiring process; and evaluating and modifying recruitment policies based on effective practices.
