This review of literature is the first of four documents prepared for phase I of the Civic Education Study, under the auspices of the International Association for the Evaluation of Educational Achievement (IEA). The more than 20 countries that participated in Phase 1 of the IEA Civic Education Study were asked to review the literature in their particular country with respect to 14 sets of questions.
