Alternative Futures for Schools, Colleges, and Departments of Education.

This paper (1) develops a framework for analyzing various futures for the school, college, and department of education (SCDE) community in knowledge production and utilization (KPU), and federal interventions which might affect those futures; (2) reviews critical KPU-related characteristics of SCDEs which would affect the success or failure of proposed federal interventions; (3) assesses the interaction of those interventions with the critical characteristics, i.e., estimates the appropriateness and impact of an intervention; and (4) recommends selected priority programs--those that seem to be achievable and responsive to core problems impeding or likely to impede KPU capacity in schools of education. Five categories are developed encompassing the range of KPU institutions based upon their depth of commitment to the KPU process as opposed to other institutional goals. Summaries of known faculty and institutional characteristics are presented, and a brief KPU characterization based upon these factors is made. The likely effects of Federal interventions upon these individual and institutional categories are presented in six areas: (1) time allocated to KPU functions; (2) training for KPU programs; (3) support systems for personnel involved in KPU functions; (4) facility development for KPU activities; (5) KPU environmental improvement; and (6) quality control in KPU goal setting, reporting, and monitoring. Recommendations for sustaining KPU centers, for expansion, and for improving knowledge utilization functions are presented. (MB)
