Real School Safety Depends upon Safe-Oriented Discipline Policies.

Issues relevant to the formation and implementation of clearly defined and enforceable discipline policies to maintain a secure school environment are discussed in this paper. One area of tension exists between the development of stricter discipline policies for student standards of conduct and students' constitutional rights. Conclusions are that discipline policies require school/parent cooperation, explicit standards, and cooperation between all educational stakeholders. Seven broad goals proposed by the National School Safety Center are briefly outlined. Included are examples of one school's guidelines for drug testing, identification of at-risk students, discipline policy, dress code, and athletic training rules. (LMI)
