This handbook, intended for use by teachers, administrators, and school board members in Pennsylvania, discusses constitutional, statutory, and case law related to the rights and obligations of teachers. Divided into fifteen chapters (with appendix and selected bibliography), the first four deal with education as a governmental function, the purpose of education, and Pennsylvania's organization for education. Chapters five through nine discuss the legal status of teachers generally and under Pennsylvania statute, the employment of teachers (certification, contract rights), and employment security, teacher tenure, and retirement. Chapter 10 deals with tort liability of school districts and school employees, chapter 11 with collective bargaining, and chapter 12 with miscellaneous statutory duties, rights, and limitations of teachers.
