The current period of enrollment decline offers school districts an ideal opportunity for program and facility reevaluation and long-range planning. Any long-range plan should evaluate current programs in light of statutory and educational trends, estimate existing facilities' ability to accommodate change, determine the community's potential economic growth, include annual student censuses and enrollment projections, prepare for possible closures, and provide for effective communication with the public. Educators implementing long-range plans must consider the possible effects of legislation on any surplus space, the adaptation of such space to future needs of the district, and the means of transferring the space (by sale, lease, or other method) to other users. A good model to follow is the Madison (Wisconsin) metropolitan school district. In its plan it accounted for school closures by identifying both district goals and criteria for school closure, specifying the process for applying the goals and criteria to individual schools, and communicating extensively with the public through advisory commissions, newsletters, meetings, and local media coverage.
