Michigan Early Childhood Education Preschool Program Product Evaluation Report, 1993-94.

A product evaluation of the Saginaw, Michigan School District's state-funded prekindergarten program for at-risk 4-year-olds (Michigan Early Childhood Education Preschool, or MECEP) was conducted in 1993-94. The Piaget-based program, which served approximately 280 children at 9 elementary schools, involves 7 component areas: cognitive, psychomotor, affective, parent participation and education, curriculum, staff development, and community collaboration and participation. The major outcome question asked in the evaluation was: Did the program attain the 26 objectives it set out to accomplish? The Prekindergarten Saginaw Objective Referenced Test was used to measure product outcomes on 13 program objectives dealing with cognitive and psychomotor skills. The Affective Rating Scale was used to measure the seven affective objectives. Parents as Partners Monthly Logs were used to measure outcomes on the three parent participation/education objectives. Finally, records maintained by the MECEP program supervisor were used to measure the three objectives related to the curriculum, community collaboration/participation, and staff development components of the program. Evaluation data indicated that in its sixth year of operation, the program was quite successful, with 25 of 26 objectives attained. (Recommendations for program improvement are offered.
