Used Delphi approach to develop criteria to evaluate development and outcomes of college student leadership programs. Developed criteria through literature review and three-round Delphi process. Refined, content validated, and grouped criteria into four evaluation categories (program structuring, methodology, program administration, and consequences). Resulted in instrument that can be used to develop, evaluate, and research leadership programs. (Author/NB)
