Evaluation of the National School Lunch Program Application/Verification Pilot Projects, Volume IV: Analysis of Pilot Operations and Costs. Nutrition Assistance Program Report Series. Report No. CN-04-AV6
Burghardt, John; Tasse, Tania; Ohls, James
US Department of Agriculture
This report is the forth in the series of evaluations of the National School Lunch Program. The findings presented here are the result of an analysis of pilot project operations and costs for two alternatives to the current application-based certification process--Up-Front Documentation and Graduated Verification--that were tested in 12 public school districts over a three-year period from 2000-2001 thru 2002-2003. This report focuses on two aspects of the pilot projects: (1) The procedures the pilot districts followed to carry out the new policies put in place as a result of the demonstration and report on perceptions of SFA staff about the procedures are described. (2) Administrative costs of carrying out these procedures is estimated. Examining the first of these research issues provides important background for interpreting the estimates of net impacts presented in other study reports (Burghardt et al. 2004; and Gleason et al. 2004). In particular, while one objective of the pilot projects was to deter certification among ineligible households, no measurable impacts of either set of pilot procedures on the certification rates of ineligible households was found. Contains 11 Tables. Appended are (1) Supplementary Tables, and (2) Protocols for Collection of Process and Cost Data.
