Addressed to teachers, administrators, resource and referral workers, and substitutes, this booklet offers advice about finding and retaining good substitute child care workers. Sections concern (1) causes of the "crisis" in substitute care, including the expansion of child care, provider turnover, shortage of elementary school teachers, low pay, and lack of training; (2) how child care programs and community agencies are responding to the crisis by defining responsibilities, developing hiring procedures and policies, providing orientation and supervision, and improving the work environment for substitutes; (3) establishing a substitute referral system that includes recruiting, advertising, screening, interviewing, training, referral, feedback, updating, the use of existing child care substitute registries, and efforts to obtain financial support from foundations and corporations; and (4) rights and responsibilities of substitute child care teachers.
