Although state pre-K initiatives vary from state to state, they all share common characteristics in pursuing their goal of educating young children. Private providers have played a vital role of expanding access in states that have established rapid timelines for pre-K implementation or expansion, such as New Jersey (to comply with a court order) and Florida (to comply with a constitutional amendment). In such cases, high rates of participation by private providers enabled states to increase the number of children attending state pre-K by using existing facilities and staff and taking advantage of the private sector's ability to grow quickly. However, in order to accommodate state pre-K requirements, particularly those that relate to teacher qualifications, private sector programs may also be required to implement changes. In this article, the authors describe the current status of private providers in state-funded pre-K. They use data from their eighth annual survey of state pre-K initiatives across the United States. They focus on two major questions: (1) how involved are private providers in state pre-K?; and (2) what do state-funded pre-K programs look like in private settings?
