The document reports on Project CITE (Competency Identification for Teacher Education), a project whose final product is a listing of competencies essential to the effective functioning of teaching personnel delivering instruction to gifted students. An introductory chapter explains that the project was organized into four major phases: competency generalization, in which as many potentially appropriate competency statements as possible were identified; competency organization, in which 122 major competency statements were clustered into 42 competency areas; competency specification, in which competencies were organized into generalities with more specific components and then rewritten for uniformity in style; and competency evaluation, in which field based data were gathered to provide external validation for each competency statement. Chapter II reviews literature on gifted education which relates to such issues as the teacher variable in education, personal and social traits which enhance teachers' effectiveness, and professional skills for effective teachers. Chapter III contains the complete list of 122 competency statements which are organized into 42 competency areas, including screening in leadership, diagnosis of talent areas, and instruction in creativity.
