This book proposes treating teacher evaluation as a set of processes aimed primarily at helping teachers develop professionally. The book opens with a review of current practices and problems in evaluation, then outlines basic theoretical concepts and describes some operational models. The Developmental Teacher Evaluation Kit (DeTEK) is introduced as a primary, practical example of a system exhibiting recommended features. The book then turns to specific, practical matters: selecting appropriate evaluation criteria, establishing performance specifications, and selecting, adapting, and designing materials for data gathering and analysis. Techniques for classroom observation, for analyzing findings and formulating diagnoses, and for collaborating with teachers to undertake improvement efforts are discussed next. The book's final topics are, first, the use of evaluations in employment and compensation decisions and, second, the organizational, staffing, and training needs related to system implementation. Each of the book's 11 chapters includes an introduction, summary, and annotated bibliography of study sources. Appendices provide guidelines for good evaluative practice, the DeTEK criteria list, illustrations of evaluation instruments, and materials on DeTEK training procedures.
