"Gender" refers to the social roles and responsibilities that belong to men and women respectively within a specific social group. Gender analysis in education seeks to understand how and why gender inequality is taking place, between the two sexes. The outcome of the process will guide in the development of gender-responsive policies. Gender issues that require priority attention are identified and include sexual harassment in schools, quality in education, and implementation of school policy reform. The process of qualitative research on gender issues include (1) identifying the problem; (2) developing a framework; (3) documentary research; and (4) further situation analysis through interviews and observation. The manual also provides a step by step guideline on data analysis and report writing. A list of suggested readings is also included. (Contains 1 figure.) [This report was first drafted by Anne Bernard, Greg Armstrong, and George Attig. It was then commented on, discussed, and improved upon by the Gender in Education Network in Asia (GENIA) in Seoul, Republic of Korea in September 2004.]
