This report discusses collaboration and cooperation in the field of education, describing them as distinctly different operational processes between either individuals or organizations, with each mode requiring different kinds of input and each yielding different sorts of returns. Based on these premises, the report attempts to briefly answer the following questions: How are collaboration and cooperation different? What requirements can be expected when using each model? What are the subsequent rewards? and What is the value of distinguishing between them? In the main section, the literature is explored on the topic of concepts and paradigms of individual, organizational, and interorganizational behavior. Also reviewed are the reports of agencies and institutions that"cooperated,""coordinated,""collaborated," or "consorted." Another section compares and contrasts collaboration and cooperation, using 10 categories. A third section further refines these definitions into preliminary models for explicating the process of cooperation and collaboration. A 25-item reference list is provided. (DCS)
