Contends that, although educational improvement policies in Latin America during the 1960s and 1970s achieved quantitative goals, structural deficiencies blocked efforts to make education equitably available throughout society. Concludes that cumulative partial innovations seem to be more successful than attempts at massive change. (CFR)

Reviews the current educational policy in Latin America and the Caribbean regarding mainstreaming special education students. The current policy is committed to educational equity and the integration of special needs students into school and society. Maintains that economic pressure and military incursions supported by the United States have resulted in draconian cuts in special education services in Nicaragua. Prior to 1979, special education was extremely expensive. A UNICEF program, financed by the Swedish government, provides limited but effective support. (MJP)
