In this study an effort was made to stablize definitions of transfer rates and to publicize feasible ways of collecting usable data by conducting a Transfer Assembly. After an advisory panel established a preliminary equation for calculating transfer rates, 235 community colleges with high Hispanic, Black, and American Indian enrollments were asked to provide data on "students who entered the community college in fall 1984 with no prior college experience and who within five years completed at least 12 college credits at the college and subsequently took at least one class at a four-year college or university." By March 1990, 39 colleges had supplied usable data concerning the course-taking and transfer experiences of the students who entered in fall 1984. In all cases, data were generated from at least two sources, the college's own records and the students listed in university or staff office files. The data revealed that: (1) 17% of the entering students had received 12-23 units at the community college, and 37% had received 24 or more units; (2) 14% of those receiving 12-23 units and 25% of those receiving 24 or more units had transferred; (3) the overall transfer rate was 22%.
