Feasibility of Establishing a Major Hemispheric Studies Center. Report and Recommendations of the Postsecondary Education Planning Commission: Report 2.

This report contains a study of the feasibility of establishing a major hemispheric studies center affiliated with a consortium of public and private institutions of higher education. The purpose of the Center will be to study hemispheric policies related to social science, commerce, and cultural issues confronting the Western Hemisphere. The report includes an assessment of the need for the Center; a determination of the viability of the Center; a description of the most efficient means for operating the Center; an identification of other postsecondary resources that might contribute to the goals of the Center; and an enumeration of the costs of establishing and maintaining the Center. In conclusion the study finds the Center to be both feasible and desirable and makes the following recommendations: (1) the Center should serve as a clearinghouse for hemispheric relations within Florida; the emphasis should be on developing and facilitating cooperative activities and resource networks involving business and academic institutions and other communities; the development of professional and technical training programs; and the analysis of factors involving hemispheric economic development; (2) the Center should draw on the academic resources of all of Florida's public and private postsecondary institutions; (3) the Board of Directors should be appointed by the Governor and consist of prominent members of the business, professional, governmental, and health and human services communities in Florida, in the nation, and in other hemispheric countries; (4) the Center should be located in Dade County; (5) the Executive Director should chair a permanent task force which would constitute a consortium of institutions in Florida with involvement in and commitment to hemispheric affairs; (6) the Florida Legislature should appropriate $140,500 to the Center for first-year operations; and (7) the Florida Department of Education should serve as fiscal agent for the Center.
