Voluntary Metropolitan School Desegregation in St. Louis--Substantial Achievements and Unfulfilled Promises.

This paper summarizes events leading to the interdistrict settlement of the St. Louis (Missouri) school desegregation case. Remarks are focused on four points: (1) an overview of the settlement process and rationale, (2) an explanation of the principal provisions, (3) a brief analysis of the implementation process, and (4) a discussion of the problem of incompletely implemented quality education programs for all-black schools. In May 1980, the District Court ordered the state, the city school board, and the Department of Justice to explore interdistrict remedies to address racial imbalances in St. Louis schools. At that time two-thirds of all black students (30,000) in the city schools were in all-black schools. Eventually, 15 out of 23 suburban districts agreed to voluntary participation. The chief opponent was the state, which was required to foot the costs for interdistrict transfer of students. The actual settlement had three components: provisions for voluntary interdistrict transfers, establishment of magnet schools, and improvement of educational quality and school facilities. So far, the voluntary program has provided 9,600 black students with desegregated education and may provide similar opportunities for 5,400 more children. The paper concludes with five recommendations and a warning that while unfulfilled promises concerning quality education, magnet schools, and capital improvements deny remedies to nearly 25,000 children in all-black city schools, the community invites harsh, judicially imposed solutions which it may avoid by acting voluntarily.
