This monograph was developed to provide mental health and other service delivery workers with an overview of conceptual, programmatic, and educational developments in mental health services to disaster victims over the past 10 years. It was written primarily for national policymakers, administrators, and service providers of disaster relief programs; for state mental health emergency coordinators; and for regional Public Health Service and Federal Emergency Management Agency emergency coordinators. Chapters include: (1) "Mental Health Programs in Disasters: 1974-84" (Mary Lystad); (2) "Crisis Counseling Principles and Services" (Raquel E. Cohen); (3) "Family and Community Outreach in Times of Disaster: The Santa Cruz Experience" (Jack Peuler); (4) "Public Education Materials for Victims and for Their Families, Schools, and Neighborhoods"; and (5) "Special Programs for Children" (Mary Lystad).
