Describes an Albany (California) High School program addressing racial imbalances in remedial and advanced mathematics course enrollments. The Professional Development Program, used successfully at University of California, Berkeley, featured an integrated honors/group study approach easily adapted to a high school setting. Since 1983, black students' algebra failure rates have decreased by 50 percent. (MLH)
