Sexual Harassment in Schools: What It Is, What To Do. A Policy Guide.

School-based sexual harassment is taking an undeniable toll on students across this country, and they do not know what to do about it. Parents, teachers, administrators, and local and state policymakers must acknowledge that it is a problem in schools. Sexual harassment policies must be established in every school in this country, and they must be clearly communicated to all and vigorously enforced. Part 1 of this guide addresses the issue by presenting an overview of sexual harassment for educators: what sexual harassment is, the importance of a policy, and steps that can be taken to turn policy into action. Part 2 describes a sexual harassment case, including facts behind the scenes, results of an investigation conducted by the U.S. Department of Education Office of Civil Rights, and implications. Part 3 offers recommendations, such as reviewing state statutes or policies to ensure that they specifically refer to "sexual harassment" and otherwise adequately address this issue, establishing state accountability mechanisms, and ensuring that education is made available to students about sexual harassment, preferably integrated into existing curricula. Part 3 concludes with a student's guide to understanding sexual harassment at school and on the job, and teaching strategies for sexual harassment. (Contains 16 references.) (RT)
