This report presents topics addressed at the December 2000 seminar on Capacity-Building for Curriculum Specialists from East and South-East Asia. Part 1, "Rethinking the Framework and the Capacities Needed for Curriculum Reform," gives some perspectives on trends and issues in curriculum change for the 21st century, both internationally and within South-East Asia. The inadequacy for contemporary societal needs of the traditional education systems developed in the 19th century are described. Part 2, "Strengthening Capacities for Curriculum Reform," looks at some practical means of improving the curriculum development and reform process. The "Curriculum Innovations in Basic Education: Preparing the Learners To Meet the Challenges of the New Millennium" project is described. Part 3,"Curriculum Changes and Reform in East and South-East Asia," focuses directly on the region in question. Socioeconomic and political issues with implications for curriculum change in Asia and the rest of the world are examined. Annex 1 gives a list of seminar participants and resource persons, and Annex 2 is an informational note about a subregional seminar on capacity building in fundamental skills for effective curriculum development and reform held in Bangkok, Thailand, December 12-16, 2001.
