Availability of Therapists To Work in Ohio Schools.

This report evaluates the availability of speech-language pathologists, audiologists, physical therapists, and occupational therapists to provide federally required services to students with disabilities in Ohio schools. Findings include the following: (1) while there is a general shortage of therapists, schools tend to have more difficulty filling openings than do employers in health care settings; (2) students and existing therapists in the schools are negatively affected when districts cannot fill open therapy positions; and (3) the primary reason schools have difficulty finding therapists is poor working conditions. The report notes, however, that current changes in the health care industry could increase the number of therapists available to work in schools. It offers several recommendations concerning: improving the school working environment; developing less burdensome methods for completing required paperwork for Medicaid reimbursement; provision of temporary licenses to professionally board-licensed speech-language pathologists while they complete state Department of Education requirements; more exposure by therapists in training to school settings; re-examination of current requirements for therapists working in schools; and examination of strategies to increase the supply of therapists in rural and large urban areas.
