A bill (S. 797) to establish a National Endowment for Children's Educational Television was designed to amend the Communications Act of 1934. This report contains evidence presented in support of the bill. Included are: (1) a statement of background and needs; (2) a description of the state of education in the United States, highlighting the importance of supporting children's educational television in the face of declining international competitiveness of the U.S. educational system; (3) a review of the effectiveness of existing children's television programs; (4) data on the costs involved in producing children's television programs; and (5) a summary of existing funding sources.
