Promoting Integration in the New York City High Schools.

Only 20 percent of high school students in New York City experienced an integrated education in 1985. The Board of Education, in 1976, implemented a policy which designated some high schools as targets for maintenance of 50 percent white student populations. Since this policy was enacted, the proportion of white students in the total school population has dropped significantly. The whites that are left in the system are enrolled mostly in the 20 targeted schools while the other 76 high schools have become increasingly more segregated. At present the targeting policy is unconstitutional since the education for minorities who do not attend these "protected" schools is not of comparable quality with the education of those who do. The education of minority youngsters is deteriorating as they are assigned away from the schools offering better conditions of education and better educational opportunities. The policy must be evaluated now to avoid charges of intentional race and ethnic discrimination in the high schools.
