This document presents witness testimonies and prepared statements from the Congressional hearing called to examine the circumstances surrounding the funding and subsequent termination of the Office of Juvenile Justice and Delinquency Prevention's (OJJDP) grant for the National Partnership to Prevent Drug and Alcohol Abuse. In his opening statement, Representative Dale Kildee notes that $1 million was spent on the program during its first 11 months with little or no impact on services available for children, and emphasizes the importance of determining the factors that contributed to the demise of the program. A brief statement by Representative Thomas Tauke is also given. Witnesses providing testimony include: (1) Verne Speirs, acting administrator, OJJDP, United States Department of Justice; (2) Samuel Keker, former acting president, National Partnership to Prevent Drug and Alcohol Abuse; (3) William Butynski, executive director, National Association of State Alcohol and Drug Abuse Directors; and (4) Ken Eaton, trustee; National Partnership to Prevent Drug and Alcohol Abuse. Included with Speirs' prepared statement in a chronology of major events concerning OJJDP's monitoring of the partnership and actions not to continue funding. Witnesses explain their role in the National Partnership, suggest reasons for its failure, and make recommendations to the OJJDP for determining grants to future projects.
