Thus, this guide can serve as a model and an impetus to help implement guidance programs around the state of Texas and elsewhere. It outlines a program development/improvement process that has been successfully implemented in school districts and describes how to tailor the program model to meet needs of a vast array of public schools. Section I includes background and contextual information about guidance programs and describes the philosophical foundation for guidance programs in Texas. Section II defines the structure of the model and presents recommendations for designing appropriately balanced programs. Section III defines the roles and responsibilities of counselors, including statements about their training, specialized competencies, and appropriate assignments. It also suggests considerations regarding counselor-to-student ratios. Section IV further details scope of the guidance curriculum.
