Intended to streamline communications between the School Library Service in the San Diego County Office of Education and the schools it serves, this handbook is a technical publication of policies and procedures for the operation of branch libraries in contracting school districts. It directly supports the philosophy and concepts of a library media center, namely, that (1) its programs should be relevant in meeting student interests, goals, and abilities; (2) it should be a vital factor in the school's curriculum; and (3) it should be both a "force and source" for motivating learning.
