This document describes a proposed model for comprehensive guidance programs to be implemented in secondary schools in Missouri. The model, which will be revised and refined as needed, has three major sections. The first section contains the structural components that are required to carry out a comprehensive guidance program. These components are definition, facilities, advisory council, resources, staffing patterns, and budget. The second section contains the program components that are required to deliver direct programming to students, staff, and parents. These components are guidance curriculum, individual planning, responsive services, and guidance system support. The third section focuses on the implementation of the guidance program. Blank forms and guidelines are provided to help the guidance counselor begin to plan and put the program in place. Also included are competency statements for each topic of the guidance program. (KC)
