This publication reports accomplishments of the National Extension Task Force for Community Leadership and makes recommendations for strengthening educational programming in community leadership in the Cooperative Extension System. The recommendations are presented in the context of a "white paper" rather than formal policy. High priority recommendations include maintaining a national leadership networking system for professionals, strengthening/supporting the national program leader position for community leadership, encouraging/supporting basic and applied research on community leadership, developing leadership programs to complement educational programs conducted for community leaders, and providing senior administrative support for community leadership programming. To help provide professionals and lay leaders with information that will help link current leadership programming issues, topics, trends, and examples of programming, six articles are included: "Leadership Development: The Need and Response" (B.
