Focusing on law enforcement agents and taxpayers at the local level, this two-part report examines facts about crime in the United States and reports results of a survey conducted to determine attitudes about crime and police protection. Part One presents facts and issues related to types of crime, crime statistics, the extent of crime, trends in crime rates, victimization rates, rural and urban differences, fear of victimization, and police protection and crime. Part Two reports a study based on personal interviews with a random sample of 403 heads of households in 4 Oregon counties. Discussion of results covers various factors, including crime rates, which caused some people to be more satisfied with police protection than others. Adaptations made because of dissatisfaction with police protection are also discussed, e.g., purchase of safety devices, political action, and inferaction with neighbors. Policy implications are considered for three findings: (1) city, town, and rural residents respond differently to dissatisfaction with police protection; (2) people in the three locations differ in degree of unmet need for greater public safety; and (3) people most dissatisfied with police protection were generally those most willing to pay for increased safety.
