The packet consists of information derived from several sources on models for delivering services to rural handicapped students. The first part of the packet defines "rural," followed by a discussion of factors hindering rural service delivery and a model describing the continuum of services in rural areas. Seven model programs and projects from around the country are highlighted--three building based, one regional based, and three multi-regional based. Three additional projects from Alabama, Kansas, and Maine are included, as well as listings of some 1960s-1970s Title III projects and five ERIC resumes. The greater part of the packet is comprised of a 1975 idea book for implementing special education services in rural remote areas. Under the headings of "Tactical Areas,""Tactical Steps,""Who,""Where,""How," and "When," the areas of program and administration are considered and displayed in step-by-step fashion. Program topics include identification, curricula, training, and parent and community. Administration topics include communication and commitment, staffing, and responsibility and accountability. The final sections of the packet are two introductions to consulting/resource teacher services in Vermont school districts; one is written for elementary schools and the other is written for secondary schools.
